The AGB policy alert cites proposed elimination of funding for TRIO, GEAR UP, SEOG, and the Strengthening Institutions Program, alongside severe cuts to Federal Work-Study. The alert also flags targeted changes to Minority-Serving Institution funding, restricting it to HBCUs and Tribal institutions while excluding other MSIs. It notes Pell Grant pressures tied to maximum award levels and reliance on discretionary funding to cover projected shortfalls. For institutions, the practical risk is reduced capacity to support persistence and completion, particularly for low-income and first-generation students. Student employment funding via Work-Study could also change institutional financial models tied to staffing and student support functions. AGB is urging members to contact legislators and advocate for restoration or protection of the affected programs as appropriations begin.
