Kansas lawmakers added budget language that would restrict required race-and-gender instruction at public colleges, and PEN America urged Gov. Laura Kelly to veto the changes ahead of an April 9 deadline. The proposal would bar academic programs from requiring students to take a “DEI-CRT course” in 2028-29 unless the State Board of Regents grants an exemption based on course titles. Separately, the U.S. Department of Education is moving to terminate certain civil-rights agreements tied to protections for transgender students. The Office for Civil Rights plans to stop monitoring and enforcing agreements the Trump administration describes as lacking legal foundation, rescinding prior settlements covering multiple school districts and Taft College. At the University of Missouri, Student Affairs cut off funding to five multicultural student organizations (including groups supporting Black, Latin American, Asian American, and queer students) starting in July, citing Department of Justice guidance barring federally funded recipients from supporting “discriminatory” DEI initiatives. The organizations say the reclassification and funding changes amount to de-funding of protections and representation.
