The Association of Governing Boards of Universities and Colleges (AGB) released a national governance framework intended to strengthen the integrity, accountability, and public trust of higher education governing boards. AGB’s Higher Education Governance Integrity Initiative calls for changes to trustee selection and training, alongside improved transparency and clarity around board responsibilities. AGB’s policy update also points to evidence that public boards are facing rising politicization and that many trustees lack confidence in understanding fiduciary duties and governance boundaries—conditions that can blur management and governance lines and contribute to presidential instability. The initiative positions governance integrity as “structural, not partisan,” and AGB said it will work with governors and legislators on adoption of the recommendations. For institutions facing leadership churn and heightened political scrutiny, the framework is a blueprint for stabilizing decision-making and clarifying fiduciary oversight.
