A House Education and Workforce Committee package advanced a major restructuring plan that would “right-size” the U.S. Department of Education by permanently shifting several education-related functions to other agencies. The bills codify interagency agreements already in place and would move selected responsibilities tied to K-12 academic supports, career and technical education, and federal student loan activities, among other areas. Committee leaders framed the effort as a response to what they describe as ED’s failure to improve outcomes. Ranking Rep. Bobby Scott, D-Va., opposed the approach, warning that the transfers are impractical and amount to an abdication of federal responsibility for equal access to quality education. A related advance by the same committee package would shift certain ESEA and higher education–linked programs to the U.S. Department of Labor, including Title III institutional aid, TRIO, Federal Work-Study, and GEAR UP. Senate Democrats are expected to challenge the bills, but the committee’s action sets the stage for a full legislative fight over the federal role in student financial aid and student support programs.
