A coalition of disability and education organizations sued the federal government over what it says are withheld education research funds totaling nearly $2 billion appropriated to the U.S. Department of Education and related agencies. The plaintiffs argue that the government failed to apportion the funds, triggering grant and contract delays that can undercut research-based guidance for states and districts. The complaint was filed in U.S. District Court for the District of Massachusetts against the Education Department and the White House Office of Management and Budget, citing violations of the Administrative Procedures Act, the Antideficiency Act, and separation of powers. An Education Department spokesperson said the agency is committed to using appropriated funds to meet statutory obligations while supporting high-quality research. Plaintiffs including the National Center for Learning Disabilities say their State of Learning Disabilities reporting depends on data collected through Institute of Education Sciences programs that could be affected by the withholding.
