The UK Treasury set a flat levy of £925 per international student from August 2028, to be administered by the Office for Students, and signalled that the revenue will be reinvested in higher education and skills, including new maintenance grants. Government documents say the levy will apply to all registered providers with exemptions for the first 220 international students at smaller institutions. At the same time ministers approved tuition fee caps rising to nearly £10,000 next year and announced means‑tested maintenance grants of £1,000 for lower‑income domestic students starting in 2028–29, limited to priority subjects. Universities warned the levy risks deepening financial strain for many providers and could alter recruitment strategies, particularly for institutions dependent on international tuition income.
