An arbitrator ruled that Western Illinois University’s 2024 layoffs of 11 employees violated the university’s collective bargaining agreement, ordering reinstatement and back pay, according to the union representing the affected workers. The ruling affects all nine academic librarians among the laid-off employees. Employees received layoff notices in 2024 that became effective in 2025. WIU chapter president Merrill Cole argued the layoffs were harmful to staff and students and that the decision confirms the contract breach. WIU said it continues to participate in a collaborative arbitration process and offered no further comment on pending personnel and contractual matters. The decision is a direct labor-relations signal to institutions managing budget pressures through staffing actions, potentially increasing legal exposure and requiring operational plans consistent with bargaining agreements.
