A Massachusetts report recommended requiring high school students and families to complete the FAFSA (or Massachusetts state aid application) or submit a low-barrier opt-out, tying graduation readiness to financial aid access. The K–12 Statewide Graduation Council’s final report, released last week by Gov. Maura Healey, proposes universal FAFSA/MASFA policies similar to approaches already underway in multiple states. It also recommends requiring students to complete postsecondary planning milestones beyond aid forms, including work-based learning experiences and education about AI. The report additionally calls for districts to require the MassCore course sequence aligned with state higher education admissions and to implement state-designed end-of-course assessments following voters’ removal of the Massachusetts Comprehensive Assessment System graduation requirement in 2024.
