The change responds to resource and staffing concerns raised by organizations representing schools and higher education institutions, and it clarifies that covered content includes websites, mobile apps, social media, and digital textbooks. The rule uses WCAG 2.1 Level AA as the technical standard. Institutions now have a longer window to complete audits, remediate inaccessible materials, and tighten vendor procurement standards for accessibility. But the extension also signals that accessibility compliance remains a near-term operational priority—especially as states and campus systems expand digital services.
