A coalition of disability and education organizations sued the U.S. Department of Education and the White House Office of Management and Budget, alleging the federal government is withholding nearly $2 billion in education research and evaluation funds Congress appropriated. The lawsuit, filed in U.S. District Court for the District of Massachusetts, argues that the Education Department’s Institute of Education Sciences and OMB failed to “apportion” congressionally funded grants and contracts. Plaintiffs say withheld funding limits access to research-based guidance for educators and families, particularly for students with disabilities. The suit names IES programs including the National Center for Education Statistics, the National Center for Education Research, and the National Center for Special Education Research, with several appropriations set to expire later this year and in 2027.
