President Donald Trump’s proposed fiscal 2027 budget would cut major federal higher education programs and sharply reduce grant funding for minority-serving institutions, according to Education Department budget documents. The plan calls for eliminating TRIO and Gear Up funding (used to help disadvantaged students prepare for and persist in college) and wiping out Federal Supplemental Educational Opportunity Grants. The proposal also would cut Federal Work-Study funding by about 90% from fiscal 2025 levels, reducing part-time need-based employment options for students. Inside the Education Department, the Office for Civil Rights budget would be trimmed by roughly 35%, while the Institute of Education Sciences would see a reduction of about 67%. The blueprint also extends to research funding, with major proposed reductions for the National Institutes of Health and the National Science Foundation, including eliminating NIH institutes such as the National Institute on Minority Health and Health Disparities. The budget’s education reductions are paired with a large defense increase, setting up a high-stakes negotiating fight as Congress prepares spending allocations for 2027. While the proposal alone is not law, it is expected to influence the policy landscape for institutional aid planning, compliance staffing, and research pipeline decisions well before appropriators finalize any final spending package.
