Higher education organizations and Democratic attorneys general urged the General Services Administration to rescind a proposed certification change for federal grant participation under SAM.gov. The proposal would require institutions to certify compliance not only with federal law and the Constitution, but also “relevant executive orders” and specified antidiscrimination guidance that critics say would effectively tighten enforcement of contested anti-DEI directives.
