Rep. Tim Walberg, chair of the committee, argued the measures respond to declining public trust by clarifying costs and expected outcomes. Higher-education groups including the American Council on Education warned a federally mandated award-letter template could impose technical and administrative burdens and argued for voluntary improvements. The legislation, if enacted, would reshape admissions counseling, consumer disclosures, and how institutions present aid packages to prospective students.
