The federal government is expected to phase out the remaining Special Student Relief (SSR) designations that provide temporary regulatory flexibility for international students from countries in crisis holding F-1 visas. SSR suspends certain requirements—such as maintaining a full course load—when conditions are determined by the Department of Homeland Security. Since January 2025, 15 SSR designations have expired without renewal, and no new countries have been added. The last remaining designation, for Lebanon, is set to expire May 27, raising immediate operational concerns for campus international offices that rely on SSR guidance. The Presidents’ Alliance on Higher Education and Immigration warned that the elimination creates new barriers for students who are refugees or displaced. Institutions may need to adjust compliance workflows for attendance and course-load requirements while ensuring continuity of support for affected students.
