Kansas Gov. Laura Kelly signed legislation barring the state’s public colleges from requiring “DEI-CRT” courses, setting up a definition fight for the Kansas Board of Regents by the end of July. The law prohibits public colleges from mandating these courses for any programs beginning with the 2028–29 academic year, while allowing exemptions for academic programs whose titles clearly center on racial, ethnic or gender studies. Civil liberties groups, including PEN America, warned the policy normalizes educational censorship and could narrow classroom discussion on race and gender. The 2028–29 implementation deadline gives institutions time to redesign program requirements, but the lack of an initial statutory definition is likely to complicate course planning and faculty governance until Regents finalize criteria.
