A new Government Accountability Office report finds that the share of students with disabilities spending substantial time in general education is rising, with national increases driven by state and district variation in staffing and inclusive-program capacity. GAO reported that the number of students with disabilities spending at least 40% of the school day in general education rose about 25% between 2012–13 and 2023–24. The report frames the finding as progress toward the least restrictive environment standard in the Individuals with Disabilities Education Act. However, GAO emphasizes that inclusion requires resources—especially paraeducators and district-designed supports—without which placement changes may not produce the academic improvements that GAO notes are linked to meaningful mainstream exposure. The report also identifies sharper patterns among districts based on per-pupil revenue and poverty concentration, indicating that inclusion outcomes may be uneven even when policy goals are shared.
