The National Institutes of Health reached a settlement with 16 state attorneys general after delaying and canceling reviews of thousands of grant applications during 2025. Under the agreement, NIH will review more than 5,000 affected grants in the ordinary scientific-review process and provide decisions on staggered deadlines through July; the settlement preserves plaintiffs’ rights on two legal questions about agency authority. Massachusetts AG Andrea Campbell and other state prosecutors had sued after NIH diverted review resources following an internal anti‑DEI directive; the accord requires NIH to refrain from using that directive in review decisions covered by the deal.
