The practical impact for research teams is near-term: Nature reports that “a few grants” had already been released to researchers at Harvard and Duke after the freeze was lifted. At the same time, the broader year-to-date grant intake for each institution is down compared with prior years. With NSF not providing a detailed explanation, campus research offices will likely focus on restoring procurement, hiring, and project timelines that may have been paused or slowed during the hold window.
