Early indications suggest new grant volume for these universities remains below prior-year levels, but at least a few grants had already been released to researchers after the freeze lifted. The change matters to laboratory budgets and project continuity across faculty-led grant portfolios, particularly where new funding supports staffing, equipment use, and ongoing multi-year research deliverables.
