Ohio became the second U.S. state to pass legislation mandating transparency and regulation of third-party online program managers (OPMs) used by colleges. The law requires that colleges disclose when OPMs assist with online degree programs, mandates OPM staff to identify themselves to students, and prohibits OPMs from controlling or disbursing student financial aid. Annual reporting of OPM contracts to the state higher education chancellor is also required. The legislation aims to curb predatory recruitment practices linked to tuition-share arrangements and enhance consumer awareness.
