Recruitment officers should treat political‑climate messaging as one factor—alongside program mix, affordability and outcomes—when shaping regional and demographic outreach. For system leaders, the results suggest enrollment recovery strategies should emphasize program differentiation, student services and cost, rather than assuming size alone will attract or repel applicants.
