Higher education and research groups escalated criticism of a Trump administration proposal to tighten oversight of federal research funding. The proposed Uniform Guidance revisions would require federal agencies to designate political appointees to review research grants, raising concerns that peer-review recommendations could be displaced and that federal grant decisions could become more politicized. The proposed changes also would restrict federal funds for diversity, equity, and inclusion activities and gender-affirming care programs, according to critics. At least one concern flagged by higher education leaders is that the proposal could allow terminations of active grants deemed inconsistent with agency priorities. AAU President Barbara R. Snyder warned the revisions would materially alter foundational principles underpinning federally supported research, as groups prepare responses during the public comment window.
