Two federal judges struck down Trump administration changes to Public Service Loan Forgiveness (PSLF), ruling that the overhaul exceeded the Education Department’s authority and raised First Amendment concerns. The rulings come a day before the updated rules were scheduled to take effect. In Massachusetts, U.S. District Judge Myong J. Joun vacated the Education Department’s revisions after nonprofits, states, cities, and unions sued. In Washington, D.C., U.S. District Judge Amir Ali issued a similar decision in a related case. For public-service employers and borrowers, the decisions preserve eligibility rules and delay the administration’s efforts to narrow PSLF participation—an issue that has already led to cancellations for more than 1 million borrowers under prior policy changes.
