A new national review from the National Council on Teacher Quality (NCTQ) finds that teacher-preparation programs are updating reading coursework, but gaps remain for scientifically supported instruction. NCTQ analyzed 700 university-based programs that lead to initial teacher licensure, grading them on whether they include five foundational reading components: phonemic awareness, phonics, fluency, vocabulary, and comprehension.
