The requirement starts in fall 2028 and is tied to House File 2800, which allows civics centers at Iowa State and the University of Northern Iowa to designate qualifying courses. At the University of Iowa, the Center for Intellectual Freedom is the only academic unit authorized to offer the required courses. The Center was created by the Republican-controlled legislature and has faced scrutiny for ideological influence. The bill includes exemptions for students with “substantially similar” coursework and for certain short-duration degree pathways, but it represents a major shift in how general education content is controlled in public higher education.
