New York Gov. Kathy Hochul signed an executive order imposing the nation’s first statewide moratorium on new large hyperscale data centers, pausing environmental permitting for facilities requiring 50 megawatts or more of power until July 2027. The order directs regulators to set consistent statewide standards for energy demand, water use, land impacts, and electricity reliability. Hochul also ordered the Department of Public Service to consider a “New York Grid Acceleration Fund,” aimed at data-center investment in grid upgrades, along with an Energize NY proceeding to reshape energy pricing for data centers. The move comes amid rising public pressure over utility bills and resource strain as AI infrastructure accelerates. For universities and research institutions, the order can affect computing access costs and timelines for AI-adjacent partnerships, grants, and campus deployments. It also signals that state energy regulation is becoming a direct constraint on where and how AI infrastructure expands.
