A trio of conservative organizations released model legislation aimed at restricting public‑university hiring and research outside STEM and Western‑civilization fields, proposing heavier teaching loads and additional scrutiny of non‑STEM scholarship. The Goldwater Institute and partners want governing boards to approve new non‑STEM hires and to ease tenure for instructors teaching Western civilization courses. At the same time, campuses across several states are tightening classroom rules on gender and race instruction; critics say faculty face growing pressure and research freedom is under attack. Together the measures would reshape evaluation, hiring and tenure criteria and expand state oversight of curricula and faculty workloads.
