Massachusetts officials are proposing K–12 graduation requirements that would push students and families to complete the FAFSA or a state alternative for undocumented students—or submit a low-barrier opt-out. The recommendation comes from the K–12 Statewide Graduation Council’s final report released by Gov. Maura Healey. The proposal also includes postsecondary planning milestones tied to more than aid forms, including work-based learning and AI-related learning components. In addition, it calls for requiring completion of the MassCore course sequence and state-designed end-of-course assessments. For colleges and community colleges, the immediate risk and opportunity is clear: higher FAFSA completion can improve pipeline visibility and aid eligibility, but implementation hinges on state legislation and coordination with district policy and student support capacity.
