A new report from the Council for Adult and Experiential Learning and College APP estimates 65 million potential adult learners have intent to enroll in the next two years, but cost, time, and procedural complexity block conversion. The report highlights demand for virtual learning and shorter, career-aligned pathways such as stackable certificates, competency-based education, and last-dollar scholarships. It also argues campuses should reduce “procedural burden” through shorter applications, rapid decisions, and centralized advising.
