The guidance clarifies that current statewide rules still recognize only the SAT and ACT, but it indicates a path toward formal statewide approval of CLT as a new test option by fall 2028 for home school, private school, or out-of-state applicants. The commissioner’s letter followed a Texas Higher Education Coordinating Board vote to commission an independent review of CLT, SAT, and ACT evidence linking scores to college performance. The board did not approve CLT use at the time of the vote. Admissions offices across Texas public universities will need to adjust application evaluation workflows, compliance documentation, and reporting as the state moves from review toward eventual approval.
