Texas higher education officials signaled an expanded pathway for using the Classic Learning Test (CLT) in public university admissions, even as an independent review found limited evidence of predictive value versus SAT and ACT. In a letter to campus leaders, Commissioner Wynn Rosser clarified that universities may immediately consider CLT scores for applicants who fall outside the top-10% automatic admissions window. The letter also points to formal statewide approval of CLT by fall 2028 as an option for homeschool, private school, and out-of-state applicants. The announcement followed a Texas Higher Education Coordinating Board vote to send an independent review of CLT, SAT, and ACT to legislative leaders. The board did not approve CLT’s use or change statewide admissions rules at that time.
