Florida’s State Board of Education approved a policy to bar undocumented students from the Florida College System’s 28 institutions. Under the measure, colleges can admit only U.S. citizens or “lawfully present” students and must verify documentation prior to enrollment. Education policy analysts estimate the ban could cost the system at least $15 million in lost tuition and fee revenue, and state figures suggest tens of thousands of students were undocumented in 2023. The Florida university system is also advancing an equivalent ban, setting up the next round of litigation and compliance risk for the state’s public higher education sector.
