The American Association of University Professors denounced what it calls “extortion” of universities by politicians, arguing that federal leverage is being used to demand changes to governance, hiring, curriculum, and campus policies. AAUP President Todd Wolfson described a strategy in which threats to withhold major research funding are used not to enforce civil rights law but to compel institutional behavior. AAUP released a report, “Extorted Compliance: A Threat to Institutional Autonomy, Academic Freedom, and Shared Governance,” arguing the pattern accelerates across administrations. The report cites the Trump administration’s actions and pressure on Columbia University, alongside proposed governance-oriented arrangements tied to “academic excellence.” For faculty senates and shared-governance bodies, the message is clear: higher education governance disputes may increasingly be framed through federal funding conditions, making compliance review and faculty participation central to institutional risk management.
