The U.S. Department of Justice opened a new investigation into Harvard University’s financial aid programs, alleging the school uses China-based gifts and contracts to fund scholarships that give preference to students from particular countries. DOJ Civil Rights Division officials said Harvard’s disclosures raised concerns about possible discrimination against U.S. students based on country of origin, including through “China-based financial aid programs.” Harvard said it is reviewing the notice and reaffirmed that it follows Title VI requirements and does not unlawfully discriminate in allocating financial aid. In a separate action, DOJ alleged the UC San Diego School of Medicine intentionally discriminated against applicants by granting and denying admission based on race. The complaint followed a review tied to the administration’s broader crackdown on race-conscious admissions and reminded colleges and medical schools how federal enforcement is moving beyond enrollment into admissions practices and evidence standards.
