Meanwhile, four‑year institutions are increasingly designing programs that meet Workforce Pell eligibility, capturing nearly half of recent FIPSE grants for short‑term workforce options. The twin developments suggest institutions should align curricular design with employer needs, create stackable credentials, and strengthen credential recognition. Continuing‑education leaders must also refine marketing and advising to reach adult learners who seek flexible, career‑ready pathways rather than traditional degree timelines.
