The U.S. Department of Education finalized regulations for Workforce Pell, spelling out how short-term programs (as little as eight weeks) can become eligible for Pell Grants. The rule takes effect July 20, with institutions allowed to begin implementing as early as July 1. Under the final framework, states and governors work through state workforce boards to determine whether programs meet outcome requirements tied to earnings and job placement. Programs must also support credential “stackability” across employers or ensure students can enter occupations that recognize the same postsecondary credential. The completion standard requires at least 70% of students to finish the program each year. Secretary Linda McMahon said the program is designed to help students graduate with little to no debt and move into in-demand jobs in weeks rather than years, while the rule itself keeps oversight tied to measurable outcomes.
