Under the final framework, governors must collaborate with state workforce boards to determine whether programs meet eligibility criteria tied to local employer needs and workforce outcomes. Programs must lead to stackable, recognized credentials or provide the credential needed for occupations that require a single credential, and they must ensure academic credit is awarded for successful completion. Completion standards require at least 70% of students finish each year, while the secretary evaluates whether programs meet both completion and job placement rate thresholds. Education Secretary Linda McMahon praised the model as a way for students to graduate with little to no debt and enter in-demand jobs in weeks rather than years.
